DPTI Smart Lighting Project
Challenge
The Department of Planning, Transport and Infrastructure (DPTI) is a large department of the South Australian Government and works as part of the community to deliver effective planning policy, efficient transport, and valuable social and economic infrastructure. It strives to achieve positive outcomes that will improve the lifestyles of all South Australians every day.
DPTI is responsible for the planning and delivery of the North-South transport corridor upgrade. The North-South corridor is the major route for north- and south-bound traffic including freight vehicles and runs a distance of 80 kilometres. The current roadway isn’t capable of handling projected growth and the number of vehicles that need to use the road or the size of the freight carriers travelling along it. In response, Australian and South Australian governments are expanding the route by creating a dedicated non-stop North-South Corridor with a program underway to eliminate the worst bottlenecks.
SCS was engaged by DPTI to design, implement and maintain a smart lighting system for the lighting infrastructure on the upgraded roadway, including the integration of the system with its intelligent transport system for dynamic lighting and maintenance management use cases.

Smart connected street lighting system + ITS integration
Solution
SCS worked with our technology partner Itron to design a networked street lighting solution, connecting lights along the freeway on a multi-application IOT mesh network. The system had to meet stringent security and performance and reliability requirements to minimize risk and to ensure road safety is not compromised.
Our team worked hand-in-glove with DPTI to scope and design the system in line with a comprehensive list of technical requirements as well as application use cases for maintenance management and dynamic dimming and switching controls, some of which are listed below:
- A key criteria were that the system needed to be capable of operating without network connectivity because it was progressively deployed during construction works and some lights had to be fully operational before network equipment could be commissioned.
- The system had to provide the capability to implement advanced lighting and maintenance use cases such as constant light output, virtual light output, real-time outage reporting and tools for comprehensive failure and data analysis.
- The system needs to allow for flexible grouping of lights for monitoring, controlling and reporting across the various different road sections of the transport corridor.
- The capability to integrate with 3rd party systems was an important requirement to enable dynamic dimming and switching based on data input from intelligent transport systems as well as reporting metering data and failures back to DPTI’s maintenance management systems.
Adding to the above, SCS was required to deliver a range of project management services to manage the deployment of the system with the installers during the road construction works.
